From Surviving to Thriving: Xue’s Journey with the Rising Oaks Transitional Housing Program

At this year’s 10th Annual Impact Celebration, we were honored to highlight the heart of our mission through the story of one of our Rising Oaks alumni, Xue.
Lauren Tanzer, our Clinical Manager at the Rising Oaks Services, a Transitional Housing Program, introduced Xue by sharing:
“At Rising Oaks, we support young people in building safe, stable, and hopeful futures. Rising Oaks carries this mission forward by providing housing, clinical support, and community connection for transition-age youth stepping into adulthood after involvement with foster care or juvenile probation. Stability, safety, and trusted relationships are the foundation for growth—and Xue’s journey reflects the very heart of this mission.”
When Xue first joined Rising Oaks, she faced challenges but quickly stood out for her determination, ability to connect with others, and leadership within the community. Over time, she became a source of strength and encouragement for her peers—cooking meals, welcoming new participants, and showing others that resilience and growth are possible. Today, she continues to make a difference in the lives of others, including through her work as an aide in Fred Finch’s Avalon program.
In her own words, Xue describes Rising Oaks as “a bridge between surviving and thriving.” She shared how stability, support, and the genuine care of staff helped her transform her anger and uncertainty into resilience, hope, and purpose. Along the way, she gained not only practical life skills but also the confidence to embrace her future.
“They didn’t treat me like a problem to be managed. They treated me like a person of potential. And that’s huge.”
Xue’s story is a powerful reminder that with the right support, every young person has the ability to heal, grow, and thrive.

About Rising Oaks:
Rising Oaks provides transitional housing and comprehensive support services for former foster youth and non-minor dependents of Alameda County who are homeless or at risk of homelessness.
Located on the Fred Finch Oakland campus, this modern 30-unit studio apartment complex offers up to two years of housing and personalized services — from therapy and life skills training to leadership development.
